Nah, they can counter it easily with 7 handmortar shipment and then siege afterwards your base for free more or less. Even when they have 5 meteor hammers. Maybe only when China have loads of skirm massed. But even then cuirs do its job better

It's not that good imo just because there is no static battle with RI vs RI. China will most likely charge and you have to kite the deathball so falcs will die. At the same time it's like european best unit card so you want to send it and at least trade for an equivalent amount of units.
As for when to send them I'm not sure it has to be late. It's true you may want more cover and mroe units to shot at but at the same time in mid game falcs just slow you down so much around the map, pretty much nullifying the mobility advantage given by goons.
On this note, China is perhaps one of those civs where you may want skirm+musks+cuirs instead of goons. Atleast early on.

I've been wondering if Russia in Age 3 could hold in a static fight against China with strelets, cossacks, and halbs + the options of CA, manchu, or highlander shipments. Race the to fortress, and mirror their unit options.
