Aztecs and British are pretty darn good on water as well. Portugal too because of navigation school.

Japan can win the game only go to water.

Common strat. Go all in water, if you lose main town center deplay 1 to the coast get barries build walls and enemy cant go even near to your base cause of the warships. Plus ur eco rocks. GGWP.

Well, the Spanish were able to finance the greatest Portuguese explorer Magellan so I have to go with Spain.

I will say the Portuguese are the kings, just because their water boom is one of the strongest and with cm and extra town centres they can defend more easily than other nations.

Spain with more shipments than other civs can get a fast 3 caravels rush with ship combat on Amazonia

If you want to see water booming/ ship micro, watch kynesie

ottomans are probably best civ on water, 2nd is porto 3rd is brit 4th is japan and it goes...
if you really wonder why azteks are not here,
they can't really water start, which means they need warpriest boom to start doing warships and the other things, therefore if you capture the water early, they just can't have space to settle on water, ottomans and ports are best civ for water rushing but japan and brit is pretty much slow for water start, once you get water control with caravels, it will be a huge advantage for water rusher civs,

militarily all cards maxxed out Spain has the best navy I think.... Aztec have the possibility for a good sea faring army but I still don't think with the canoe dance its as good. and they lack the long range mortars and tanky boats to transport units in a tight spot. Another disadvantage is they cannot train more canoes if they ally with a native while euro civs can.

Worst navy.... SIOUX and china, india.

Spain seriously xD, not even top 7, as for ur quote, china and india might not have navy but thats why china has age 6 units and India has an amazing economy, lets not forget sioux has br too which reks sepoy somehow..

standart gatherrate for plantations and whales is 0.5 Gold per second. and Japan with all fish Cards can have 0.5*153%(huron tp has also a 25% gather boost)! So a Japan boat has in age2 the same gatherrate than a full upgrade plantation with all Cards in imperial age

lol what?! Indian navy is almost as good as Brits. They just have a slower economy start up. Chinese navy is as good as Japan's, their problem is again, a weaker eco start up. But fireships make it super hard to play water vs china.

Worst navy isn't even sioux, because with siege dance their canoes can get insane dps. Worst navy is probably germany, then france and sioux. Iro isn't that great either, but water dance is still nice + cheaper canoes.

Medium tier are probably russia (blockhouses) spain, dutch (both which can do good due to their speed and having some good heavy hitting cards in deck + can get falcs out fast), ports (tc's + some good training cards + good boom). India, china.

Best civs are reserved only for those that have offshore support. So it's Otto, Japan, Aztec, Brits. probably in that order too, though it's up for debate. Brits probably has the best boom and can keep the fight up the longest, but if aztec gets a good eco going, they probably have the best navy. Waterdance canoes are just op.

Otto get offshore support in industrial, I wouldn't say it's relevant.

It's relevant, because of their speed it's easy to go and get indus. And usually the full lame of ships doesnt come into play untill IV when you get monitors. Otto lacks the raw boom potential of the other civs, but makes up for it with their speed. They can mass a shit ton of ships early and do crippling damage. That's enough to make them a scary opponent on water, but I agree theyre probably the weakest of the 4. Specially if your opponent does NOT play water.
