Haha, Otto the hardest civ to play, and Russia harder than Dutch and Port lol. Also not sure how Spanish is easier than the other nilla civs.

On nilla spain was definitely the easiest and strongest civ. Rodeleros were wayyy stronger and had good siege, plus their shipments were like 20% faster, and their military shipments were better. Spain used to be nuts before the first balance patch. Also i think people considered otto a boom/turtle civ originally? That may be why its ranked as difficult. Its hard to imagine now but the og pre-patch game was radically different

it was basically they considered spain as the base civ, and then ranked civs below how different they were to spain, otto is a very strange civ though

This list is how ES valued the difficulty of different civs. It had little to do with 'meta', or how strong civs were, and probably was mostly about how different civs were from the norm. This list was probably made before they even released the game.
