Why are you even comparing hussar with lancer though? Hussar is a general cavalry unit which does okay damage vs cav as well as infantry and no specialized multipliers. Lancers are strictly anti infantry cav unit. It has one specific job and it is going to do that, kill infantry. If you want more all around cav you can always train huss. Its like asking asking Pikemen to do a skirms job

I think one of the worst features of Spain is the fact it has 2 colonial shipments of heavy infantry. There's no other civ with such limitation. Maybe Spain should have 6 rods/8 pikes and 3 huss. Too many civs with 3 cav shipment? Ok, remove 3 huss from dutch and add 5-6 skirms.

Because those are the two units you have the option of training. Huss are just more rounded and ofc do good vs other cav which is usually on the front blocking anyway. For example vs german china france sioux, youd rather have huss as theyre a much more tankier unit overall with more hp and lancers have issues targeting enemy infantry if your opponent blocks and micros adequately.

Lancers are more tankier in general. Only 18 less hp but 10% extra RR. Also cav combat scales on fortress strats for them, making it more HP than huss.
Honestly whenever it's a skirm/rod/cav situation lancers are better 75% of times. Huss require the upgrade and before cav combat they don't accomplish anything.
The problem with lancers is that, yes, they don't do much damage at all except vs infantry. This is why you don't overmake them and make more rods instead. General micro dynamic with skirm/rod/lancer: rods charge everything and go past infantry, few lancers join and dps down infantry while skirms are either microed manually vs goons or z moved to dps down infantry faster. You need only 5 lancers to clean up 20-25 skirms with that dynamic.

Afaik lancer has 350 hp and vet huss has 384, how only 18 less hp
