No, that line says nothing about layoffs in general. It just means that the workers were allowed to unionise by the company. A workers union (if done right) is a big plus for the rights and benefits of the employees. It makes the company more attractive for pretty much anyone who wants to join.
The only question is how they will handle contract workers.

No, they were founded in Ireland but they have offices in Edmonton as well as in many other cities all across the world. The article was referring to the office in Edmonton, that's what must have thrown you off
