People, who know how to make good ice cream make good ice cream, provided they have the raw materials and proper machinery to do so. These kind of people may or may not be found more commonly in Italy than in other countries I've visited.

I got to agree that the best Italian ice cream can be found in Italy. However, since stuff like pizza and ice cream are so commonly found in Italy, it sometimes is considered a fast food and can also be of very low quality if you don't go to the right place.
