You can see the plastic is warped and was broken with force. I wonder if this is just a generic power supply to an object someone wanted to dispose of discretely, and broke it into pieces to flush away.

The integrated circuit on the bottom (the black thing with all the prongs sticking out of it), can you take it off and see if there's anything written on it? Or maybe on top but obscured by the lighting in your picture. That'll give some useful information probably.
