Uhm, I know where this idea is coming from but I think it would be counterproductive. There are lots of smart and informed people who are also poor. It's baffling how sometimes intelligence can be found in the most random, unexpected places. It's really not only found in affluent families or among those who could afford an education. And anyway, what do you do with people who have access to free public education?
Well, actually, I know the answer. People who typically propose such a thing do it because they think only those who own property or capital should be able to vote. And they say this because that would pretty much restrict politics only to those who share the same interests. And that wouldn't really solve anything, it would send us back to some kind of financial oligarchy.

Any system that excludes certain demographics from voting risks (I would argue all but ensures) that said demographic won't be represented in government, and will be exploited/marginalized.

Maybe everyone should have the right to vote, but some people's votes should carry more weight, because they're more informed and capable of understanding policies. So they know the full implications of casting a vote for a particular candidate/party. I think simply popular vote is the lesser of the evils. The poor majority is the demographic that most needs the government to work for them, so imo it's not an issue if their electoral voice is a little louder than that of the rich minority (which, in most cases, has other ways to get what it wants anyway).
