I think even if Trump genuinely thinks it he will only say it if he thinks it helps him too. I don't think he is principled enough to say something he thinks is true but won't help him is most cases. So it's definitely the second. I don't think he's stupid so I doubt it's the first. (Assuming he didn't do it. I don't actually know what you are referring to.)

@wardyb1 Hard to say. He's running pretty far behind Trump though. It could certainly backfire and arguably isn't ethical but Harrison could possibly benefit from attacks on Graham for being gay

Because of the huge outcry for pardoning Snowden. He is considered a hero by many.
It would put Trump in a good light in my view. how much of an impact it has i'm not completely sure of, but surely it has some.

I did some binging and for some reason 64% of americans view him negatively while he is viewed as a hero much more internationally. 84% of Germans view him positively for example. Looks like you are correct.
