Apparently buying a desktop PC with a GPU from 2019 and a midrange CPU (like i5 11400) is a power drain, according to the state of California.
You're probably only allowed to get a tablet now or an older PC.

The PSU only draws as much power as the components need...
I have basically a higher TDP system here which would be illegal in California and the CPU only uses about 15 Watts/s when doing light tasks and about 35 Watts when gaming.
Also the GPU is capped at 75Watts by the PCIe slot. These are the only big significant power drawers in such a system, the other stuff is small shit, an SSD uses like 1-2 Watts.
A monitor could draw about 18 to 40 Watts depending on the energy class. Total power draw is probably around 100 Watts or a bit above.

I have an understanding of how these things look like in normal usage myself, i'm just wondering what is the justification, and what is and isn't allowed.

e: or maybe the PSUs used there had low power factor which was deemed bad for the grid

The state of CA adopted some regulations on power consumption which ban selling some PCs. Apparently even a system with an i5-11400 and a GTX 1650 (which are midrange specs) are not allowed to be shipped there and in a few other states.
Gamers got cancelled.

Its only Dell, you can go to Cyberpower PC or origin etc and add a 5950x and 3090 and a california zip code and it will ship just fine.

Well I'll build my own computer anyway, how are they going to regulate me getting the most power hungry components I can get off amazon? Makes no sense.

7:53 for requirements

some thoughts:
main idea - less expandable computers have stricter requirements (dell prebuilts are pretty bare bones with limited expandability which might make them better target for such regulation)
idle and sleep power consumption is the main target
PSU 80plus Gold part seems kinda the easiest to understand part. computers now must be sold with decently efficient PSUs.
interesting that Dell actually bothered to certify 1 SKU for selling in CA but not other similar ones

That's typical purist talk that you hear from people who were never in politics.
A party is a big camp, church, whatever you want to call it. It's not like it operates with one mind. There are all sorts of camps, sub-camps, churches within churches, conflicts, personal vendettas and affiliations.
It's been argued a lot here that in US politics it's practically impossible to operate as a politician outside the two-party system. So, as a politician, whether you like it or not, you're going to get under the same roof with a crowd with which you might not see eye to eye on every decision or position.

The most interesting part is probably why CNN is running this story. Someone at the top of the CNN ladder must be playing some politics, probably to help Biden with his "healing the soul of the nation" agenda. And the :ear: hates that, of course, he wants civil war.
