I like to define this on their effect.

Anything that is candied, ie covered in sugar or encrusted with sugar passes for candy. So those sugar-free chewing gums are not candy (assuming that you're talking about chewing gum and not about teeth gums).
Caramel can be both gum and candy, at least for a while.

Only if it has sugar, which I feel like all do, even "sugar free" ones. Anyway gum is just bad imo, either brush your teeth or eat some decent sugary shit.
