Not really. Trump uses this tactic a lot in his tweets and PR. Always trying to deflect public attention from something very serious to some bullshit sideshow. And it works, since people are now busy discussing a bullshit imaginary scenario with Greenland, instead of talking about how Kim is launching missiles again.

And yeah, I know he likes to run the white house by shooting from the hip. That's because he imagines himself like a president from the 18th or 19th century, who runs the country like a company. He doesn't like bureaucracy, diplomacy, all that standardised, ordered way of managing public affairs. He likes managing the US like a general in a tent or a CEO in the executive suite. No wonder he's very popular among weebs. Weebs fucking love that kind of cartoonish character, that hero atmosphere.
