For one, he wouldn't "strongly encourage" wearing masksRather than imposing a mandatory requirement, Kemp’s order states that residents and visitors in the state are “strongly encouraged to wear face coverings as practicable” when in public except when eating, drinking or exercising outdoors.

Let me rephrase: he wouldn't state in his order that people are strongly encouraged to wear masks

It looks like they're thinking "we can't realistically enforce an obligation to wear masks, there could be tens of thousands of people who might flout such an order". "So we might as well just issue a strong recommendation, so that our legal system doesn't get bogged down by a failure to enforce".
And by doing that they're also saving face with that slice of their electorate that is strongly opposed to wearing masks or even denies the very existence of the virus. They're not a majority of their electorate, but they're there, and this sounded like the best compromise between actually doing something, getting some people to wear masks and letting those that are strongly opposed live with the consequences of their choice.

My uncle(awaiting result but most likely) his wife(confirmed) and probably one of the daughter (my sister/1stcousin) test positive for C-19

Just got an Axios newsletter with the newest developments in the US:
I strongly recommend not getting ill, needing an urgent surgery or breaking a leg now.
Nearly 25% of all hospital beds in Arizona are taken by COVID patients. And it is still worsening.Coronavirus hospitalizations are skyrocketing, even beyond the hotspots of Arizona, Florida and Texas, Axios' Bob Herman and Andrew Witherspoon report.
-> Why it matters: The virus is spreading rapidly through almost every region.
Where things stand: Arizona remains in the worst shape. 24.4% of hospital beds in the state were occupied by COVID patients as of July 18, according to an analysis combining data from the COVID Tracking Project and the Harvard Global Health Institute.
-> Texas is second at 19.1%.
It gets worse: Many other states are showing significant upticks in virus hospitalizations during the first half of July, including Alabama, California, Louisiana, Mississippi, South Carolina and Tennessee.
-> Many of those states do not have mask mandates.
Between the lines: Intensive-care unit beds, reserved for the sickest patients, are completely full in parts of Arizona, Florida, Mississippi and Texas.

The US now has more than 1% of its population tested positive with a huge estimated number of unreported cases. Looks like you guys go for herd immunity before a vaccine is out.

Went to the hospital to get some papers, during the last two days. One of them had to be signed by the hospital manager, but I only talked to his secretary who got the papers done. Next day I heard he got the virus.

Both are fine now, all back home as well.
