So because the second is defined in terms of the angle rotated through by the earth it's the same?

In the International System of Units, second is defined in terms of atomic clock, some frequency of Cs atom iirc. So it is a bit different than time defined in terms of earth's rotational position. Bear in mind earth's rotation is not even, it changes slightly with time, so some correctional seconds are added to the standard one to keep both in sync. But that error is negligible, so yes we can consider geographical definition of earth for the definition of time.
