It means the ground freezes and all the preparation for the grounds of 600 acres has to be done in a small time frame. And loses time to rainy times in summer too.
All those canals and water ways all had to be dug with hand shovels. and moved by horse and cart, its huge under taking. As is constructing some of these MASSIVE buildings with huge spanning arches made out of steel and glass. the amount of resources is astounding and just to plan, and draw all this stuff out would take considerable time since there would have been no auto cad, and no printers to make copies to all the various foremen that would need it. I think more like it took them about 3 years to clean it up to make it presentable.
I think it possible was a older city that did not fit the narrative of the USA and had to be deconstructed and the fair was a final glimpse at the old world.
There are other cities like this that do not make sense as well
Such as Salt Lake City. Such a small population we are told goes out to this city and erects this HUGE temple out of stone, as well as other strange large buildings that were repurposed.
And San Fransico that built up nearly over night, with extensive underground tunnels that really make no sense in a gold rushed shanty town narrative.
