So I don't actually know the governmental system. But why do Hama's keep sending rockets to Israel unless the government supports it? I.E just because independents were elected, does that mean they are opposing the terrorism?

Because politics in Palestine is just overly complicated. Hamas is a political faction but also a military arm. They can act independent of government. Palestinian territories do not qualify as a "state". It is not a real country and the government is not the only authority in these territories.
