According to a thread on reddit, it's been 12 years since a country got 0 points, and Austria is the first country to host it and get 0 points the same year.

Actually an awful lot of the eurovision votes are political and have been for quite some time. For those confused by the countries involved, those invited (for the most part, iirc) are ones that receive the Eurovision channel, which includes Israel, Azerbaijan, Armenia, and Georgia.
