Yes. Open tournaments with more room for lower-leveled players will return once MS does the bare minimum. As long as we do not have the proper infrastructure support from MS, we cannot host major tournaments with many players in them.

What kind of infrastructure is lacking?

The ability to view and interact with (APIs) ladders (not in-game), max elo, winrate, etc etc. for one.

Not to be impolite, but in Broodwar they do that without most of these things and it's much easier to smurf there, because you can make unlimited ladder accounts. Afaik, the Rookie Star League is largely based on people being honest about their skill.

I mean it's definitely possible to organize something of that nature but that just takes a load of work.

you can always sign up for Samurai Revolution's FFA tournaments. Signs up are currently open for another week for the 2021 FFA, and it's open to people of all levels, and it's generally a pretty low-skill crowd, plus FFA is super random so you can have a good shot of winning in at least your group stage, just by getting lucky.

Right now in the latinamerican community a streamer called WhiteLyon is running a tournament in legacy. In the low division there are guys from pr13 to pr22. He has said he plans to run some other tournaments in the future, maybe in DE.
