Serbia is officially banned in the RO8 and beyond

Thanks to reports from @
Mitoe and @
Alucard, the Wars of Liberty mod team has decided to ban Serbia for all matches in the RO8 and beyond. Please inform your opponent if they accidentally select the civ, and please also don't be a dick about it when you do. That is all.

They didn't include Albania because they would have to make it OP if they wanted to make the game historically accurate.
