I have gotten idea how can the tournament be played (with qualifying style) and the low players would be happy, though there will be 9 rounds for the tournament from first match to finals.
Will wrote how can the tournament be made if the administrators and players are interested.

Or you can try what we use in chess tournaments: 9-rounds swiss system pairings. I won't detail here as it is quite long but this way no one is discriminated and everyone plays 9 matches which is nice.
In case of a tie at the end between the leaders they can play a grand final so we still get to watch a final.

Yeah unfortunately it is, some softwares can take care of the pairings but getting all the players to play is quite tough. In case one doesn't shows up it can be considered as a forfeit though which won't be eliminatory so you could miss a match...
