Based on information from musketeer925, the issue isn't DNS related. So editing your host file won't work. The only way to play at the moment is to use the ESOC patch to update your game. This will allow you to use ESO to play both TAD and ESOC. But if you still want to update your host file to prevent any future DNS issues (which have happened before with ESO), you can make the following entry:
Yeah, it isn't only a DNS issue, the game is expecting an actual response from a patcher service that is currently down. If you don't want to use the substitute one provided by eso-community.net, you would have to host the patcher on your own server and use that. I'm not quite sure what would be the reason to go through all that instead of simply using the launcher though.
Hey. Tried to install the patch and get the following error: "The code execution cannot proceed because deformerddly.dll was not found. Reinstalling the program may fix this problem". I have tried reinstalling several times, to no avail - I keep getting the same message.
Is there any manual way to fix this so I can download the XML manifesto from your server?

You don't need to edit your host file, which is actually located at C:\Windows\System32\Drivers\etc\hosts. Currently the ESO servers are down so no one is able play and the ESOC patch won't help. Right now we're at the mercy of Microsoft...
