They released the PUP early and left out a lot of the proposed changes. Thoughts?

That's the good thing about a PUP. They listen to our feedback first and then decide whether a change is still a good idea or not.

Pretty sure the most supported comments in the PUP were "WTF why are Horn and Deccan being added to standard maps" and "why are samurais getting a mortar siege attack" yet both of those made it through

yeah i'm definitely not playing in this patch.
or ever again.
the direction this patch points at indicates that there are still many, many more bad updates to come.

It always struck me as weird how Deccan ended up being the top pick in "Age of Empires III: The Asian Dynasties," kind of like how Great Plains was the go-to in the original game, yet it never made it into the regular map lineup. Maybe they should think about setting up a different map pool for competitive play.

I'd say Deccan is quite popular at the lower skill levels in the game. Think about how many sergeant to lieutenant Deccan 3v3s you could find on the browser on ESO ever since TAD came out. Personally, I like the idea of a little variety in BOs, but I know it's inherently unfair.

I wouldn't be against it as a ranked team game map for this reason, but ranked 1v1 is a bit silly.

The fulani +1 range doesn't work. In game it still has 17 range instead of 18, and in fortress age it becomes 17+3, not 18+2 as patch note said.
