Are there any plans to include the building rotator in the patch? Thatd be a nice change to negate rotational imbalances, is easy and improves gameplay overall imo.

this is evident for example in team games.
Spain eco is pretty good if you convert those extra shipments into eco advantages and dont waste them on units. Eg you can ship 5v just about every game quite easily.
Are u kidding me? u only have 1 shipment more than other civs, is ridicolous if u compared whit 20 extras british vills from houses and if u send 5v first u are going to early GG XD

those are indeed great arguments...
Reality is that people will likely be using the mod anyways, and rather than fighting it you might aswell embrace it. Im not sure it is possible to convince me that it will make the game worse.

You have to keep the design which ES did when they first made the civs in mind. Spain is designed to have no ranged infantry shipments. If you would give them 8 skirm they would just become another France and lose their originality.
Something Id like personally is for the secondary ("higher tier") 4 Lancer shipment to become a "Spanish Counter Infantry Regiment" shipment of 3 Lancers and 3 Skirmishers.

true, but they definitely need better shipments considering its their civ bonus

One argument is that it is disallowed in tournaments. Its a pragmatic one, sure, but nevertheless reasonable given the circumstances.
