Feasibility of Playing Online w/Tethered Connection

I can log into ESO on my computer using a tethered internet connection from my phone, but every game will fail to join. My cellular provider is AT&T. Can anyone think of a way to get this to work?
Latency might be too big an issue even if the "failed to join" issue is resolved.
