Hello guys
The problem is I couldn't switch to full-screen mode. It does go to full-screen mode when compatibility is changed to Windows XP but there are frame drops.

I switched compatibility to Windows XP, it works fine but there is a notable frame drop.

That seems strange. When you set the minimized UI setting, does it stay set after relaunching the game? Sometimes the game has trouble with "saving" a setting.
Maybe need to run as admin?

No problem with the UI, I forgot how minimized UI looked like so I got confused minimized UI with normal UI. As mentioned earlier now I have a trouble only with full-screen mode.

Well, XP compatibility mode is the officially recommended way to run the game. You should always run the game in XP compatibility, otherwise you can get these kinds of bugs and more.
I haven't heard of the frame drop issue, perhaps it's because of full-screen mode rather than XP mode.
By the way, are you aware you can run on windowed mode with max resolution? This should look the same as full-screen mode, except it allows you to instantly tab out of the game window when needed.
