I cannot join many games when I use 4g. What is the best way get in games AOE3? Is this happening becose is not enough net speed or all necessary ports are not opened? I can join some games but only few.

Port forwarding must be enabled on the TCP port 80.

Those are the correct ports to have forwarded to your PC, but whether or not it's actually possible with your phone and phone's service provider is another question (perhaps not).
Another option might be to try to use a VPN over the 4G -- I've heard some users claim this eliminates their Failed to Join problem. To be clear, run the VPN on your PC, not the phone. This may even further slow down your internet speed though, so you'll have to see if it's too laggy with your setup. Windscribe is one VPN option with a free tier that may work for you: https://windscribe.com/
As far as the safety of opening ports, I'd say it's pretty safe. It's only actually unsafe if a security vulnerability exists in software bound to that port, or in Windows itself. Modern versions of Windows are well-tested and probably does not have such a vulnerability. Admittedly, AoE3 may well have such a vulnerability, being such an old game. However, there are so few players of the game it probably wouldn't be worth the time to a malicious actor to develop an exploit for it. Additionally, if the vulnerability exists, anyone playing online is vulnerable to it (not just if you had to manually open ports).
