Unspecified error when creating home city

So i dont know whats going on but I cant seem to create a new home city. everytime I try I get this

You must have created maximum allowed home cities, try deleting unused one and then try again.

I did and I still get the error and I dont even have a home city for every civ. What is the max number of home city anyway?

Maybe it's a 'read only' issue.

So after digging around older forums it can just be a random error that may just go away. Hopefully this happens

if youre creating a home city that already exists their names cant be identical else you get an error
