can not run WOL mod

hello, i am trying to download the wars of liberty mod and every time i download it it downloads itself as a VLC type file, therefore meaning i can not run the installer and therefore can not download the mod. is there a way to fix this ? ive deleted and redownloaded it over and over again it just simply will refuse to not download itself as a VLC file.

managed to solve the problem. if anyone else encounters this problem all you need to do is install an RAR file extractor and the installer will work normally
