As a result of concerns raised by some players, I intend to change the following shipments, with EP7:
"TEAM Hand Infantry Attack" (Spanish)
"TEAM Artillery Hitpoints" (Ottomans)
"TEAM Artillery Hitpoints" (Portuguese)
"TEAM Gunpowder Infantry Hitpoints" (Portuguese)
"TEAM Musketeer/Grenadier Hitpoints" (British)
"TEAM Cavalry Attack" (Germans)
"TEAM Hand Cavalry Attack" (French)
"TEAM Ranged Infantry Attack" (French)
"TEAM Cavalry Scouts" (Russians)
"TEAM Infantry Hitpoints" (Dutch)
"TEAM Shivaji's Tactics" (Indians)
Ideally, they would adhere to the same format as every single other team shipment in the game, and simply have a reduced effect, relative to their regular counterparts. In other words, all of these shipments would be decreased from 15% to 12%, with the exception of "TEAM Cavalry Scouts" (which would be decreased from 10% to 8%) and "TEAM Shivaji's Tactics" (which would be increased from 5% to 6%). While this would marginally affect 1vs1 balance, I don't think it's significant enough to be a problem. Nerfing these shipments slightly ranges between acceptable and desirable, to me. Additionally, buffing inherently less useful shipments, such as "TEAM Artillery Hitpoints" and "TEAM Hand Infantry Attack" to 16% (a base value of 20%) would be perfectly doable.
The other option is to separate their effects between sender and team-mates, so that the effect for the sender (and team-mates playing the same civilization) is 15%, and for others 10%. This would be ruining a perfectly consistent pattern among team-shipments, and a little messy, but would not affect 1vs1 balance at all, except for "TEAM Shivaji's Tactics" being buffed from 5% to 6% & 8%, respectively (turns out BHG had the right idea). While less ideal, in form, it were also acceptable.

I think it makes too much sense to separate them, as to not punish civ's with team cards.

Yeah, regardless of design/consistency etc, the second option seems better to me as it targets more accurately the actual problem (team cards being too strong in team) while not affecting 1v1 at all.

Based on Hazza's reaction, in particular, I eventually decided to scrap these suggestions, until further notice, and swallow the bitter pill that is simply separating the effects of the "Team Cavalry Attack" (Germans) and "Team Infantry Hitpoints" (Dutch) shipments. For what it's worth, it is simpler. Ultimately, it's not a big deal.
