Mercenaries from Saloon & Monastery should be limited in number like natives.
The limit would be equal to the number of units you get from the age 3 equivalent shipments: 11 Jaegers (13 for Germans if doable), 6 Stradiots etc.

Possibly no limit for age 2 mercs like Pistoleros.
