Is EP 4.1 balanced?

Me and my friends mostly play on Voobly and it only has EP 4.1, so I wonder if it's really balance?? I once saw @Diarouga commented that EP 4.1 is much better than EP 6.x although I'm not sure about EP 7.1. It seems a lot of changes for me as a regular player to adapt to.

EP4 is much better than the first version of the EP6. Fortunately, the final version of the EP6 was really good (it's about the same as EP4, but slightly better).
The EP7 is really far from the original game however and many changes feel random. Also there are too many changes.

Imo EP4 is much much better than EP7.
