No-tp maps were removed in reaction to over-represented russia/india, then trickle was added (at least in part) with the aim of bringing no-tp maps back into play.

Things such as "over-represented russia-india" is what drives for the wrong changes.
We are talking about stats (which are to be taken with a grsin of salt already) based on a limited sample and nostly around players who tend to perpetuate the meta as it simply is the easiest way to address the problem of which civ to play on a given map.

Not at all. The decision was made even before that change came to be.
