That cannot be true, because the change did not exist at the time, as I'm saying.
No-tp maps were removed in reaction to over-represented russia/india, then trickle was added (at least in part) with the aim of bringing no-tp maps back into play.

Things such as "over-represented russia-india" is what drives for the wrong changes.
We are talking about stats (which are to be taken with a grsin of salt already) based on a limited sample and nostly around players who tend to perpetuate the meta as it simply is the easiest way to address the problem of which civ to play on a given map.

Not at all. The decision was made even before that change came to be. It was a result of the very one dimensional NWC games on non-TP maps.

This seems purposefully ignorant. The 'problem' has always been the design changes, and that has been abudantly clear. It seems rather disingenuous to counter arguments about that by pointing towards the balance.
