20% is basically irrelevant for quick walls, and relevant for full turtle but not enough to compensate for a +500 hp buff.

As a new-ish player at ~ 1050 ELO, I must say that walls are a hacky strategy at best for those who do not want to resign after losing most of the map. This works wonders on water, as they could lose the land but potentially hold the water if they can prevent you from getting a dock up on time. One can spawn a caravel at potential dock building points + a caravel near the base to temporarily transport villagers out of their base. Then they can split your units off (especially good if most of them are infantry), as they wall different portions of the map and keep moving the remaining villagers around as they take control of the map. Maybe advanced players w/ a high APM and more experience can poke holes in that approach and take every last villager out but newer guys usually lose eventually.
The problem with walls is that they are extremely cheap (bastion walls are 7500 HP for 5 wood, which also build very quickly), but take a huge toll on your army to break. Over time, the game just becomes grindy and tedious. Given the relative abundance of wood on most maps, this makes the cost of walling "negative", ie, you hardly lose any resources and you potentially buy a lot of time. I managed to defeat this once using a trade monopoly victory on a land map (Kamchatka), but could not replicate it on Carolina which had way too many TPs to control all at once.
Walling is certainly a strategy, but it is hacky at best, and usually results in a very tedious game where strategy involves moving your vills around effectively, making multiple layers of walls and making stealth stables and barracks.
