A 125 cost unit shouldn't cost 2 pop given its extremely specialized nature.

Can we lower ninjas too?
Spies were originally like high siege and had like 15 attack i think? They were originally much stronger and i think the 2 pop is an artifact of that 2006-2007ish era

It's cause they were available age 1 with ottos and ES nerfed them into the ground.
For a very short time you could discovery age Spy rush with Ottoman... but what could Ottoman not do at one point or another?

Ah yes the otto spy rush... One second you're scouting, the next your explorer gets oofed in like 2 seconds and then you got a bunch of dagger bois sieging your starting house and stabbing your vills... good times... good times. Good old es, rather than just move em to colonial age they just nerfed the unit

It was also the Agent card too, which was insanely busted on release and much like ES handled everything back then it came in one of two flavours. Nerf to the ground or ignore.

Also spies need more HP (+40 at least), they just die vs mercs coz of their low HP and become kinda useless, when the enemy explorer is in the merc units to un-stealth them.

I'm not sure the population is the issue with spies.
In my opinion their stats makes them extremely situational, too much for being useful. I would reduce a bit their absurd bonuses against heroes and mercs and buff their base stats.

Spies should be able to kill daimyos and daimyos should be able to see stealth in a small range

Spies needs buff for sure.
1. Attack vs explorer is nice. Love to see people use spies more vs japan.
2. 1 pop is a nice change.
3. Increase in HP would make them deal vs mercs better. (maybe give them some RR idk)
4. Daimyo having the hero tag and spies killing them would be very interesting. Although this may not be very fruitful because Daimyos are usually having 50 ranged units nearby which would kill the spy once it unstealths. Although, it would add some interesting mechanics. (imagine ppl sending spies to Japan base when u know Japan is gonna age4 etc)
Overall #MAKE_SPIES_GREAT_AGAIN
