In the lower right corner of your homecity, there is the WC, when you click it, it will allow you to customize it.
Of course, before you must do all the challenges of the event, otherwise the skins will remain blocked.

Looks like you have to click on the actual war chief standing there. Same for the African explorers if you have their skin.
I don't think there is a button anywhere so it's a bit hard to figure out.
