Spamming cuirassier in no time used to be OP. But isn't an age IV shipment that only reduce 15% cuirass cost too stupid?
As you don't wanna buff cuirass anymore, lets remove "thoroughbreds" shipment, and add "bastard" instead:
Bastards (age IV) - All cavalry (except cuirass) cost 20% less.

I think EP was far ahead in differentiating between cards which should be in 1v1 sup and those which are relevant in treaty. Tuning cards for both at the same time just gives a lot of redundancies.

its okay for a card to have limited use, like not every cards needs to be a great card.
thorough breeds is still used a lot in treaty, sure its not the first card you send anymore but thats fine.

If its your job in a team treaty game to spam like 100% cuirs, then the card is effectively a +17% res gathering aura. Still a good card if cuirs make up only ~30% of your army.

its actually more than 17% gather rate in that case, since cards dont directly stack it means that something like 10% gather increase in reality is more like 3-5% depending on the resource. while a 15% resource cost reduction is just straight up 15% less resources per unit.
france can get 140-150% food increase. lets say you dont take economic theory (you should but still), that equates to an actual gather rate increase of around 4% (240%x0.5=1.2 vs 230%x0.5=1.15 1.15/1.20=0.96, and yes i know this is villagers gather rate but it doesn't change much), with gold its even less of a boost since there are much more buffs for gold gathering.
even if only like 25% of your resources go to gendarme it should still be worth more than economic theory, but gendarmes being melee cav you are likely to lose them in higher numbers per res than other units.
