Apart from the fact that I haven't played DE and could be wrong about torp gather rate which would only mean the no. Of vills change, explain how is that inaccurate?

It's not extra vils for 25w because you don't build them for pop space. That would only be true if you built the minimum amount of torps you need, like a normal civ does with their houses. But no one does that with sweden.
