The name "bug enjoyer" is probably referring to fort spamming. What you are describing are just Italy's civ bonuses.

How can any one get steel traps in age1 and out of population villagers in age1?
Market build in Age1 unders 30sec, If you try in reality it takes more than minute to be built by single architect.
