Only 3 Home Cities for new player?

My friend has just started Age of Empires 3 Definitive Edition, but the only civilisations available to her are Dutch, Lakota and Ottoman. The others are all showing up as DLC, apparently. Does anybody know what's going in here?

She is playing the free version of the game, where only three of the 16 base game civs are available at any point in time. The civs do change every couple of weeks I think so it rotates through them all. To get access to every civ at once, she will need to purchase the base game
