Hey!
First of all it's always better to have a desk computer. The life time is longer and you can easiely remove Hardware and add New Hardware.
CPU... Always a i7 is good. Imo above is just hot air what no one needs for aoe3 and streaming. Important is your graphics. It shouldn't be some "on Board" Hardware. They mostly trash. Some good nvidia or Smth.
But I can tell you like 5 years ago with my 400€ laptop I was able to stream deckend.
Its not about the price. Aoe3 is a old game and it's almost possible with every setup.
Just streaming... For this you should into account the things above.
The most important thing at the end. You need to have at least 2mb upload. Then you can stream. Best is above 6mb upload speed. Then it's fine. And use a wired connection. WiFi. Better ping and no connection Problemes.
If you need help later with the setup for your stream. Feel free to tag me or pm me here.

Re: Treaty System Requirements, Internet
Basically I'd look up requirements you need for just streaming at the quality you want. The performance of AoE3 on any modern PC should be pretty irrelevant -- one note is that modern Intel Integrated Graphics sometimes struggles with the game because the game wasn't intended to work with it (integrated graphics weren't really a thing when the game was made) so I'd recommend using a discrete graphics card (but it doesn't need to be a particularly good one).
Re: Treaty System Requirements, Internet
I used to stream on a laptop with a i5-6300 8gb of ram and no graphics card. Now the stream wasnt great qulity, 720p 30 fps 2k bitrate, but it worked. It depends on if you wanna play other games besides aoe. A safe build would be a 8th or 9th gen i5, a gtx 1060 and 16gb of ram.
