Can't download ESOC patch

When I try to download the esoc patch I keep on getting this error "Windows cannot access the specified device, path, or file. You may not have appropriate permissions to access them". what can i do?

Edit: I've downloaded the esoc patch but im getting this error when I try to open the game now "MSXML 4.0" is not installed correctly
