Going to assume it's the blood brothers age 4 card, a lot of civs have it and it grants all native champion techs - most of which are irrelevant for the game you're in but since there are so many nats in the game it adds 60k score or something

Agree it's either Blood Brothers or Heavy Fortifications. It's probably the latter since he revolted, probably had a few outposts and a fort

Blood brother is a god-like shipment. Even if you are playing with world's No.1, you can overwhelm him 30k score.
