Observe: i have the wrong patch. The most current patch has a "P1" after it
So I checked the buildID, depotID, and manifestID of my current game version (basically these IDs identify what files my game has)
https://steamdb.info/depot/933111/ is the latest public branch (aka latest public release of the game) , which matches my version ("InstalledDepots": 933111, buildID and manifestID match as well).
I don't think steamDB is out of date. This screenshot shows that steamDB is tracking changes as recent as 4 days ago. So the "public" version on steamDB should be up to date.
OK. But if steamDB contains the latest public build of the game and is up to date, and my version matches that, how can my game have the wrong patch version??!

happened to me before.
check the following path:
C:\Users\URusername\Games\Age of Empires 3 DE\(bunch of numbers)\DataPatch\
If the folder is empty, the patch data is missing.
it is kilobytes of data.
if you don't want to wait for the next update you need someone to send you the content of the "DataPatch" folder and put it in the path I provided.

Because Steam actually doesn't have the latest public build of the game. The P1 build is downloaded directly by the game in main menu, on top of latest Steam version. And of course you don't get any notification of progress or failure for this shadow patch.
The most common issue is you must have Windows time perfectly synchronized. Then you can try opening the game and waiting in main menu a bit for the update to complete.

my windows time is consistently desynced due to dual failures - bad battery and windows 10 timing out on every sync attempt. then again i also don't play
