it (and more) could be done, it just requires additional effort and administration

Well, the Chinese community has actually been organizing tournaments of this scale for a long time. The Dream Cup, for example, has already been held 10 times, along with several other tournaments.
It’s just that, due to language and network barriers, these events rarely get exposure in the English-speaking community.

Chinese community has been running these tournaments for ages. I think it’s mostly the language and network issues that keep it under the radar here.
