4.7 - One-Touch Forfeiture: Once a player has expressed that he has forfeited the match, he will be disqualified from the tournament and not permitted to continue playing. Having an insufficient reason for forfeiting may result in a tournament ban.

Forfeiting a match for no reason needs to have consequences, such as a tournament ban from x next events, otherwise we'll continue to see this behavior.
