why do some twitch channels allow quality settings
why is it some twitch channels i can change my video quality settings and others I can not?
if i have been watching a channel regularly on low quality why would it switch to high quality but still not allow me to change back (it did this automatically the next time I viewed it)

It's just the way Twitch works, there is quite some sheniganry behind it. I believe quality settings are only available for Twitch partners and for streams with a certain amount of current viewers.

you watch on source quality if there aren't options. ESOCtv and some other top AOE channels have quality options where you can select.

but i was watching this stream for long times on lower quality then it all of the sudden went crisp and would not buffer for more than a few secs

Providing quality options on a stream requires Twitch to re-encode the stream at lower bitrates. This takes a lot of processing power on Twitch's end, and they have a limited amount of it available. They guarantee quality options for Twitch partners, and after that the remaining processing power is allocated to streams with the most concurrent viewers. Thus, streaming at times when fewer partners are streaming means you're more likely to have quality options on a non-partner stream.
ESOC's channel has a sort of semi-partnership so we always have quality options, but don't make money from the stream.
One of the advantages of Youtube Gaming for smaller streamers as a streaming platform is that all streams get quality options, since Google has so much raw processing power available to them.

Twitch partnership requires regularly scheduled streams and pretty large viewer counts on every stream, among some other requirements.
There is an application process - it takes more than just pressing a few buttons.

Hmm. That seems quite difficult to accomplish with age of empires. My channel is starting to get over 100 viewers over the course of its uptime. I think that's what you mean by concurrent? At once I peaked at 86.
500 seems so lofty.

We have a few contacts and we are trying to work on that. That is how we got the special quality options as musketeer mentioned.

On the back of hype esoc can do 500+ viewers in later stages of a tournament, but its impossible to make content with such demand three times a week.
The most hopeful line for partnership is the part where esoctv would have a special community role, since esoc basically is everything that happens within the aoe community. Having subs would make esoc a lot more sustainable I guess, although it survives on the back of donations too.

The problem is that the community has essentially a hard pop cap. Its not likely to get much bigger. So the main thing is keeping existing viewers engaged and drawing in their friends from ESO.

Although true, one has to bear with mind the always-growing numbers of conscripts during Steam sales and anonymous streamers appearing here and there, just like the guy today hosted by Inter XD

I got quality options a bit ago on my channel. Mustve been a blessing for those with the slow internet that cant watch my stream otherwise!
