Do you think the game would be more balanced if factories could be rebuilt? What I'm thinking of is something similar to Russian musketeers' fort-building ability, where the max number of forts is set at a certain value (in the case of forts, 2) and increases by 1 each time you send a fort wagon card. Presumably, if one were to implement this system, the max factory count would start at 0 and increase by 1 each time a wagon card was sent.
As things stand factories provide an economic benefit that is quite disproportionate to their cost and losing them can be catastrophic. This is especially relevant when talking about things like monitors' special attack.

I think it's fine as is. Provides a good late-game objective, so that rather than trying to kill as many villagers and houses as you can--or something like that--you go for something more permanent, something your opponent has to defend at all costs, and killing it yields a significant advantage but not always game-winning. I think especially in a game where the resources are potentially infinite, it's important to have objectives like this. Losing 20 or 30 villagers and some houses and mills would suck, but if you have like 5000+ resources saved for example it's not the end of the world. If your opponent's economy is large enough, it almost feels pointless to go for things like this sometimes, but that's not the case if you kill a factory.
All civs in the game have something like this: for Euros, it's factories. For Asians, it's wonders. For Native Civs, they rely on a finite amount of wood, and often have to defend woodlines outside of their base in the lategame for a bit of income, or, in Sioux's case, you just don't get walls.

So that it would take 35 minutes to repay the investment?
Funnily enough, I also had a though today about rebuildable factories. If anything, it should be a feature of a single civ though. *sigh* Russia? Germany? Brits?
