I'm a bit leery about modifications that change the online game. I've seen too many OOS, bug glitch exploits and map hacks over the years. I level the old fashioned way -- in comp stomps.

That is how the mod works - you gain 100 lvls with the homecity you played with. It is best to use it on an Asian civ as then afterwards you will be able to create high level homecities of any other civ instantly.
