Mercenaries shouldn’t get upgrades

I would imagine sweden used some kind of norweigan mercenaries in history. Although i would have to read up about that. Plus they were also in a personal union for quite some time, but then again that was quite late in the age of empires 3 timeperiod. Hopefully we Will see some kind of either norweigan mercenaries or just some kind of ordinary norweigan troops for Sweden.

I think of mercenaries as always equipping themselves with the best gear, so if new technologies came out would use their money to upgrade armaments. And if you were a ruler of the time and paying a huge sum to mercenaries for a job would likely want them equipped the best as possible for a favorable outcome. I would be all for an Imperial mercenary tech, maybe 35% though
