Rifling now adds +×0.5 against Light Cavalry, and costs 300 wood and 300 gold.
It was already in the previous fan patch, by the looks of things.
Perhaps it's worth noting it again despite claiming it numerous times in the past, but I also like the idea of it, agreeing with what Jerom said. Nevertheless, in addition to goons' RR nerf I feel it's just too much, so either CIR buff or RR nerf, not both

Whether the change is good for the game overall is not very relevant to me. After all with this patch we want to fix civ balance, not fix the game entirely. This change does not address any civ balance issue.
For the record, the reasons for this are A we don't want to stray too far from the base patch which every player starts on, and B we don't want to change the game to the point of losing grasp on the state of balance.

As far as I know goons aren't a problem until Genitours, but that's a problem with Genitours not goons?

I speak from my experience on RE. Granted I'm not a top player.
Reading patch notes though, goons already got a 10% RR nerf. So CIR would be double nerf, right?

This change improve gameplay but dont effect balance. Though improving gameplay isnt the goal of ESOC according to gs post.

@kami_ryu , yes, it would. From what I recall, mass goons can be very hard to deal with since they very mobile, can dodge unfavourable fights and are rather tanky, having only one counter-unit. On a more side note, you can also engage very closely with skirms to make them switch into melee mode automatically, with your goons still shooting and dealing their best damage

If I understand your question correctly: Its because CIR is a 60% damage increase to attack vs goons. Thats the same as shipping infantry attack 4 times for the cost of <1000 resources.

Infantry attack gives 15% vs all units + it gives siege. You have meele cav ranged inf, maybe havy inf and goons. Its exactly 4 type of units. So there is ur 4 times.
Plus base techs always better than cards so its a pointless comparison. Wgy would you send a card when you can research veteran?:D lol Never compare a card to base tech.
